Your Lordship will therefore observe that at the very time Messrs Jardine Matheson & Co. made a direct complaint to the Secretary of State of the alleged excessive burden laid upon their spirit manufacture in this Colony, they must have known that the quarterly licence fee ($500) against which they complained was less than one penny a gallon on the quantity of spirits they were then making. With a full opportunity of knowing that at the moment they were making their complaint, the tax was at the rate of less than one penny a gallon, Messrs Jardine Matheson & Co. write to Your Lordship :-
